Social Security of daily wage workers in India

Introduction 

India growth story over two decades depends on the fact that 50% is the rural population and are unemployed because some of them are not willing to work and those of them who are willing to work are not provided with significant security. Social security is matter that is linked with the job benefit so as the people who are working in formal and informal sectors can have a security that can help running their families. Of the country over 400 million population depends on the wages for assistance's to their life and family. Over the years both rural and urban wages have declined dramatically in these recent years, as in return the labour share profit has also fallen down because wages that were paid to the labour because the labour working on the land was more so the distribution of the profit was uneven. The central government of our country has claimed that they will look after the matter of wage crisis in our country as it is only source through which every human and families can function. In fact, the wage code has left many definitions unclear and has left it on the judicial bodies or government authorities. For example, no guidelines have been provided for setting up the minimum wages leaving the procedure on the central government by setting it up according to what fits in. additionally, the act was not able to cover the sectors that has casual labours and suffered from weak bargaining power. The government itself and the judiciary is able to focus on these areas as they are not or two areas that need high concentration but there are many areas that need it. As the legislative frame work fails to work in the sectors that are not being organised they should rather fix the minimum wage so as to provide security to people and especially to the labour force of our country.

CLASSES OF BENEFIT 

Not only the wage security but social security also includes the following-

  • Medical benefit 

  • Sickness benefit 

  • Disablement benefit 

  • There are two types of payment that is been made by the government in case of the occupational death or injury.

THE CHANGING PHASE OF DAILY WAGE WORKER DURING THE PANDEMIC

The situation that been brought up by the COVID-19 that has led to many labours to walk to their home town and has led to death of 16 people sleeping on the rail tracks in the hope that they can go back home. This is due to lack of security and due to government negligence. As the 50% population belong to this category the government could have implemented some security plans for them. So many of them were walking 100 and 1000 miles just to get back to their village with no food, shelter or any security. The pandemic has highlighted the real working situation of labour and the security that has not been provided by the government. If this is the situation that came out during the pandemic what would we the situation even after the 70 years of independence.

CONCLUSION

The image of the rural areas can only be improved if the security provided to them will be more rational and should a carry a proper implementation even though government is making efforts to improve but the implementation of the programme is not fruitful. The group of social activists should make them aware about the plans, policies and securities that is provided to them. They should encourage people to work for their livelihood rather than going on the streets and begging for food and shelter.
